Hello Miss Dahlia Goode, Sorry to bother you but something has happen that I wanted to inform you on.

I don't know what it was but a Pokémon who could speak common tongue appeared and began to attack a monument several league members were building.

I want to see if we can try and lure out this creature again in case it tries to attack people again for building stuff. I want to set up a trap near my gym. it's away from the public, we would have ample time to set up and if it doesn't work then well then the league gets to take the credit of building a monument for the unison between pokemon and humans, and show off the strength of heartans to rocket to try and deter attacks.

If all else fails then hey, I get a cool art installation that fits the theme of my gym. But this Pokémon was able to shrug off some of my attacks. This thing seems to mean business so is there anyone else you can spare to help me? Or what are your thoughts in general about this?

That's the thing..it was one I never saw before. It was red and orange, it had a ring on it's back that had blue dots on it. 4 legs and it spoke about something called a the soul heart? My smeargle also seemed to be able to sketch a move and the pokedex I had identified it as a move called steam eruption? Know anything about it?

The monument is meant to serve as bait FOR a trap, I think if we gather the heatrans again and build the monument it will come to try and tear it down, but if we prepare we could probably stop and it get it to talk to try and help it?

Question. Should you be successful in luring this Pokemon in, do we have a contingency plan should it become aggressive?

If the Pokemon is relatively intelligent, I'm afraid an installation of rangers and officers may cause it to be hostile from the beginning unless done covertly.

Until we retrieve research about this particular Pokemon, I am not sure.

Even then, how can we attract the Pokemon to Sootopolis? Even if it can be lured by an art installation of some kind, how can be guarantee that the Pokemon knows that it exists?

Sorry, my oshawott is being a brat fighting for the phone. He wants attention, back to the topic at hand. Well the tower that Zac Ramsay constructed was rather large maybe making something of the same height will work...What about a light house? It's large, the light can be seen for miles?
